The cooperative financial sector marked a significant milestone today following the official launch of the Cooperative Financial and SACCO Law Case Digest Volume 1, during the 4th Regulatory Policy and Legal Roundtable for Deposit-Taking SACCO Societies.
The publication was officially unveiled by Principal Secretary state department for Cooperatives, Patrick Kilemi, in a ceremony attended by regulators, SACCO leaders, legal experts and stakeholders from across Kenya’s cooperative movement.
Developed jointly by the Sacco Societies Regulatory Authority (SASRA) and Kenya Law, the digest is expected to become a key legal and regulatory reference resource for SACCO boards, management teams, legal practitioners, policymakers and supervisors within the sector.

Launching the publication, PS Kilemi said the digest represents an important step in strengthening governance and building confidence in cooperative financial institutions.
“As our SACCO sector continues to grow and evolve, strengthening legal understanding and regulatory compliance is no longer optional. This publication provides a critical reference point that will support better decision-making, accountability and protection of members’ interests,”Kilemi stated
He added that the government remains committed to modernising the cooperative movement through legal reforms and stronger oversight mechanisms.
“We are implementing reforms that will strengthen oversight, enhance member protection, and secure the future of SACCOs. Growth must go hand in hand with governance, compliance and institutional sustainability,” he said.
The Principal Secretary further emphasized that SACCOs should focus on building resilient institutions that create long-term value for members.
“We want SACCOs to compete based on value delivered to members and not only on returns. Strong institutional capital and prudent financial management remain the foundation of a stable cooperative sector,” Kilemi noted.
Speaking during the launch, SASRA Chief Executive Officer David Sandagi described the Case Digest as a strategic knowledge resource that will strengthen legal certainty and support improved governance across regulated SACCOs.
“This digest consolidates important legal decisions and regulatory interpretation that will guide institutions in understanding their obligations and making informed governance decisions,” said Sandagi.
He noted that the authority remains focused on strengthening supervision and maintaining confidence in the sector.
“Our commitment is to build a stable, credible and sustainable SACCO sector through stronger oversight, prudent governance, enhanced inspections, digitisation and protection of members’ funds,” he added.
The launch formed part of the broader 2026 Regulatory Policy and Legal Roundtable for Deposit-Taking SACCO Societies, a sector forum bringing together stakeholders to deliberate on emerging legal, governance and policy issues shaping the future of SACCO regulation in Kenya. Discussions have centred on compliance, consumer protection, prudential standards, leadership accountability and institutional resilience.
The Cooperative Financial and SACCO Law Case Digest, Volume 1 is expected to contribute to stronger jurisprudence, improved accountability and greater consistency in legal interpretation across Kenya’s SACCO sector.
